There are a lot of places in the world to buy fuel, I have not bought at any more than a fraction of the total. But, I have never had any real problem either over price, payment or quality. I have never been able to confirm any of the horror stories that I have been told. I have used tanker trucks in various countries, fuel docks and fuel barges.
The nearest I have come to an altercation was between 2 rival sellers who wanted to sell the fuel at Academy Bay, in the Gallopagos Islands. They are still a bit tribal down there and both groups were trying to bring out drums of fuel to us. I had to call the Navy base guys who came out and restored order. How they DID I do NOT know, but things settled down right away.

The agent idea is a good one, especially if you are large enough to make it worth their while. I have never used one except for paper clearance and Panama Canal transits.

Cash is necessary in out of the way places. Major ports can usually be arranged by check, bank transfer or credit card.
