Hi Rudy: I hope my info is correct as I have not read any official documents.
The blue light is a called a downlight and primarily used in the EU area. Hella calls this light Euro LED (downlight). I assume that a normal anchor light (white) would be used as well as this blue LED which would confirm that the vessel is not underway.
Will see what other members say on this.

PS: Here in Canada the police boats have flashing blue lights in addition to all the other regulation lights.
Thanks Leonard. However, the 'blue' range light on the bridge and the
'blue' running light on the boat does not align with the Colregs or regs
for lights on bridges, at least not to my knowledge.

In my 10+ years of floating around this pond, I have never seen a blue
steady light on anything that is floating. I have seen red (very illegal
but no one seems to care) and of white.
I like others have seen flashing blue on law enforcement vessels.
I may hazard a SWAG that a blue light might be fixed to a non movable
structure. But this is a really BIG SWAG.
