Dear CEF Members:

I. Appropriations Update

·      The goal was for the Senate to reach an agreement on a CR by noon today, after the expected passage of the water resources infrastructure bill at 11:30 am. It is clear, however, that some details have still not been worked out. The procedural vote, on the vehicle expected to be used for the CR, is now scheduled for 5:30 pm on Monday. This change allows for negotiations to continue through the weekend. CQ reports that funding for Planned Parenthood clinics in Puerto Rico, global internet management, and disaster relief are all outstanding issues that need to be addressed. We will continue to update members as we learn more information.

II. Education

·      On Tuesday, the House passed a CTE reauthorization bill (H.R. 5587) by an overwhelming margin of 405-5, with all ‘no’ votes coming from Republicans. The bill helps fund state and locally developed training programs, aiming to train students for high-skilled jobs in industry areas that employers have had difficulty filling. The Senate HELP Committee has announced plans to mark up another CTE bill, which has not yet been released, next Wednesday the 21st. CQ reports that the bill “is expected to be similar to the House version, as lawmakers in both chambers have been meeting on the legislation.” We will continue to monitor new developments.

·      Rep. Virginia Foxx (R-NC) has confirmed that she hopes to be the next chair of the House Education and the Workforce Committee, as Rep. John Kline, current chair of the committee, is retiring. In an interview with Politico, Foxx indicated that revisiting the Higher Education Act would be a top legislative priority if she became chair of the committee, adding that she would seek greater transparency from colleges on the graduation rate of Pell grant recipients. Foxx has been critical of the Administration’s focus on for-profit colleges, and when referencing the closure of ITT Tech, she stated that “[t]here was not one iota of proof the school did anything wrong.”

·      Last night, The Washington Post reported on a study released by the Learning Policy Institute titled “A Coming Crisis in Teaching? Teacher Supply, Demand and Shortages in the U.S.” The study finds that there was a 35% decline in enrollment in teacher-preparation programs from 2009 to 2014, and that there was a nation-wide teacher shortage of about 60,000 last year. The study estimates that teacher shortages could increase to over 100,000 teachers by 2018. Save the Date: National Principals Month Hill Briefing
The National Association of Secondary School Principals (NASSP), the National Association of Elementary School Principals (NAESP), and the American Federation of School Administrators (AFSA) invite you to save the date for “Revolutionizing School Leadership Under ESSA,” a joint event on Capitol Hill that is part of the 2016 National Principals Month celebration. The briefing will take place on October 13 from 1:00pm to 2:30pm in Rayburn B354. Panelists and a moderator will be announced in the coming weeks, along with a formal invitation.
