Dear IMLA Immigration Working Group:

We have a call this afternoon at 3 pm eastern to discuss the sanctuary jurisdiction list and associated AG letters (attached) as well as any planned responses.  I wanted to pass along a couple of resources provided by Georgetown Law Center on sanctuary jurisdictions that you may have already seen:

  1. "Sanctuary Cities" and the Federal Crime of "Harboring": https://www.law.georgetown.edu/icap/wp-content/uploads/sites/32/2025/04/Fact-Sheet-on-Sanctuary-Cities-and-the-Federal-Crime-of-Harboring-FINAL.pdf

  2. Fact Sheet on State and Local Cooperation with Federal Immigration Enforcementhttps://www.law.georgetown.edu/icap/wp-content/uploads/sites/32/2025/02/Fact-Sheet-on-State-and-Local-Cooperation-with-Federal-Immigration-Enforcement.pdf

Unrelated to the sanctuary jurisdiction issue / call, I am also forwarding an update in Vasquez Perdomo v. Noem. This is the case involving the allegations of racial profiling with regard to the immigration raids in Los Angeles and the surrounding areas.  The federal government has filed an emergency application with the Supreme Court to stay the district court's TRO.  Last week, the coalition of Central District local governments filed an amicus brief (attached) at the Supreme Court in support of the Plaintiffs/Respondents' opposition to the federal government's request for a stay of the TRO.  The rest of the briefing on the SCOTUS docket is available here.https://urldefense.proofpoint.com/v2/url?u=https-3A__www.supremecourt.gov_docket_docketfiles_html_public_25A169.html&d=DwMFaQ&c=euGZstcaTDllvimEN8b7jXrwqOf-v5A_CdpgnVfiiMM&r=jblVzryv37xz6dGHTIBd0omyr7IZ_ghleJygNWPo2JE&m=uP8HP5gmu7QaclzfhclOMnSwJx4lHSbfOrMJi5junyra2eZMWWD2IHyv8v8fV_h1&s=RxPpxertvPI5WiAcBC429MRiuBM9yV0A7HRvrbF0ddA&e=  Also, the group of local governments filed a joinder motion (attached) in the district court in support of the Plaintiffs' Motion for Preliminary Injunction.  The hearing for that motion is scheduled for September.

Thanks,
Amanda
