Our City staff has asked me to inquire if any municipalities maintain a “debarment list” or other method that prohibits the issuance of permits or licenses to individuals who have habitually failed to complete work according to established building and safety codes, comply with permitting procedures, adhere to city inspection directives, etc. Basically, these are plumbers, contractors, engineers, etc. that are basically incompetent (the majority of their work requires significant remedial work) or just refuse to follow established standards and procedures.
City staff feels that they are derelict in granting a license or issuing a permit knowing that the individual hired will render substandard services which will not meet established standards based upon past performance. I understand certain lists like this are maintained for federal and state contractors, but am not privy to who these lists typically identify and for what reason.
Anyone have any experience with this type of problem or what options the City may have to protect our community from these types of individuals? Are we able to refuse to issuance of permit or renew a license based upon a history of incompetence?
