Hello all,

Just wanted to make sure you saw the press release below – the House LHHS subcommittee released some top level funding numbers for the FY21 bill and it includes $664 million (an increase of $7 million over FY2020) for Adult Education State Grants. We will continue to monitor as this bill moves throughout the appropriations process. As a reminder, this is not a final bill and still needs to be approved by the full House Appropriations Committee and negotiated with the Senate.

Hello everyone,

Our public policy firm shared this information with us below, and they plan to send us a summary of the full Appropriations Committee mark up of the LHHS bill. If you are interested in receiving their summary, just let me know as I'm happy to share it but also cognizant of clogging up inboxes for those that are not interested in this level of detail.

The House LHHS Committee Report proposes funding for adult basic and literacy education state grants at $663,955,000, which as was noted last week is $7,000,000 more than the FY20 enacted level. It recommends $13,712,000 for National Leadership Activities – which is the same as FY20 enacted level. This information can be found on page 254 of the report - https://appropriations.house.gov/sites/democrats.appropriations.house.gov/files/LHHS%20Report%20-%20GPO%20-%207.8.20.pdf This proposed funding number is not quite as high as we were advocating for, but it is a good increase considering the budget caps we are currently operating under.

Please note that the below report language was included as well which is new to the bill this year.

Improved Coordination between Career and Technical Education and Adult Education.—More than 36 million U.S. adults of working age have low foundational education and literacy skills making it difficult for them to use their full range of talents and abilities on the job. This reflects a significant population of workers who could contribute more if they had opportunities to build skills that local businesses need. To ensure that these individuals can succeed in today’s economy, the Committee encourages the Department to identify and pursue opportunities to better align the postsecondary CTE system with the adult education system. Adult education can be an effective on-ramp to postsecondary CTE and a valuable partner in designing and implementing integrated education and training (IET) models that blend basic skills instruction and occupational training to expand equitable access to skills training, high quality credentials and family supporting careers.

Dear NCL Members,
Many of you are likely aware of the efforts that are being coordinated around national Adult Education and Family Literacy Week, and I wanted to share COABE's specific efforts with you as well. You can view the schedule of events herehttps://coabe.org/national-adult-education-and-family-literacy-week/, and at a glance they include daily recognition events for legislators that have supported adult education from a mayor (Houston) to 2 governors (Arizona and Pennsylvania) to 2 senators (Alaska and Ohio).

While that is taking place, our state association leaders will be meeting with governors and members of congress throughout the week. Additionally, we will hold a panel discussion on the value of workforce and literacy coming together, as well as the need for good statistical data. This panel discussion will include senior executives from IBM, National Governors Association, US Chamber of Commerce, Strada Education, and the Barbara Bush Foundation. I will emcee the discussion. At the close of the week, we will hold a virtual job fair for adult learners.

While all this is taking place, we will share out daily success stories via social media which we have been collecting via our Educate and Elevate campaign; this social media campaign will include short videos that we have received from the field. We will have a Twitter storm for members to participate in to raise visibility about the successes of their work as well as the challenges they are facing during these COVID-19 pandemic times.

Many corporate and national partnershttps://coabe.org/action-items-for-corporate-partners/ have joined the effort, and we have been conducting short interviews with organizations such as National Skills Coalition, Corrections Education Association, Student Coalition and the like. Dear NCL Members, Many of you are likely aware of the efforts that are being coordinated around national Adult Education and Family Literacy Week, and I wanted to share COABE's specific efforts with you as well. You can view the schedule of events here<https://coabe.org/national-adult-education-and-family-literacy-week/>, and at a glance they include daily recognition events for legislators that have supported adult education from a mayor (Houston) to 2 governors (Arizona and Pennsylvania) to 2 senators (Alaska and Ohio). While that is taking place, our state association leaders will be meeting with governors and members of congress throughout the week. Additionally, we will hold a panel discussion on the value of workforce and literacy coming together, as well as the need for good statistical data. This panel discussion will include senior executives from IBM, National Governors Association, US Chamber of Commerce, Strada Education, and the Barbara Bush Foundation. I will emcee the discussion. At the close of the week, we will hold a virtual job fair for adult learners. While all this is taking place, we will share out daily success stories via social media which we have been collecting via our Educate and Elevate campaign; this social media campaign will include short videos that we have received from the field. We will have a Twitter storm for members to participate in to raise visibility about the successes of their work as well as the challenges they are facing during these COVID-19 pandemic times. If you are interested in receiving their summary, just let me know as I'm happy to share it but also cognizant of clogging up inboxes for those that are not interested in this level of detail. The House LHHS Committee Report proposes funding for adult basic and literacy education state grants at $663,955,000, which as was noted last week is $7,000,000 more than the FY20 enacted level. It recommends $13,712,000 for National Leadership Activities – which is the same as FY20 enacted level. This information can be found on page 254 of the report - https://appropriations.house.gov/sites/democrats.appropriations.house.gov/files/LHHS%20Report%20-%20GPO%20-%207.8.20.pdf This proposed funding number is not quite as high as we were advocating for, but it is a good increase considering the budget caps we are currently operating under. Please note that the below report language was included as well which is new to the bill this year. Improved Coordination between Career and Technical Education and Adult Education.—More than 36 million U.S. adults of working age have low foundational education and literacy skills making it difficult for them to use their full range of talents and abilities on the job. This reflects a significant population of workers who could contribute more if they had opportunities to build skills that local businesses need. To ensure that these individuals can succeed in today’s economy, the Committee encourages the Department to identify and pursue opportunities to better align the postsecondary CTE system with the adult education system. Adult education can be an effective on-ramp to postsecondary CTE and a valuable partner in designing and implementing integrated education and training (IET) models that blend basic skills instruction and occupational training to expand equitable access to skills training, high quality credentials and family supporting careers.
