I have attached MPI's "Differing DREAMs" fact sheet, which I mentioned on the call yesterday. It compares the potential beneficiaries and qualifying criteria under five proposed legalization bills. Thanks for the notes Judy. Followup on our Pell discussion:

Regarding the White House proposal to rescind some money from the Pell “surplus" to help offset the cost of their additional supplemental disaster relief request: Congress hasn't acted yet on the request. Sarah (CEF) thinks it will probably be in the December 22 CR. In any case, the White House's proposed offsets were non-starters on the Hill, so that particular Pell raid isn't going to happen.

More likely is a Pell rescission in an omnibus spending bill for 2018, assuming they get there. I had forgotten that both the Senate and House 2018 appropriations bills had already proposed pulling money out of the so-called “surplus” (Senate takes $2.6 billion out and the House takes $3.3 billion out).

Again, taking money out of the surplus — or reserve or whatever you want to call it — doesn’t affect the grant award amounts. But it’s worth mentioning — I had forgotten about this too — that the Senate’s 2018 spending bill had proposed using some of what they would take out to increase the maximum award by $100 bucks for the 2018-2019 academic year.

If a cap-raising budget deal results in a larger Labor-H allocation, I imagine the final bill might end up with less of a Pell rescission than either the House or Senate originally proposed, but since some degree of recision was in both bills, I don’t think the idea will totally go away. I have no idea if the small increase in the award will go through.
