Try the local metals recycling places in a few days. Odds are good the (bronze?) rudder was stolen for the scrap value.
If you think that's crazy, I just had my 2-year-old boat shoes stolen at the Suliman Mosque in Istanbul. When entering a mosque, one must remove shoes; most folks leave them on shelves near the door. 3 minutes later, they were gone and an old worn out pair of black loafers left behind.
