AT&T CONTRACT

Counselors:

I'm looking to discuss the status of IP-enabled video services versus cable services and the current regulatory framework.  If your City entered into an agreement with AT&T under which AT&T offered IP-enable video services within your city, and you have received a notice that AT&T intends to assign to DirectTV its rights under such agreement, have you looked at the questions raised by such an assignment?  DirectTV would not have the constitutional authority that AT&T enjoys to use public ROWs within the state.  Any assistance and shared thoughts you could share would be appreciated.
