FY 2021 DeVos Budget Testimony Roundup

House Labor-HHS-Education Appropriations Subcommittee

Smooth sailing as always! At least one Democrat called on DeVos to resign.

Neither Subcommittee Chairwoman Rosa DeLauro (D-CT) and Ranking Member Tom Cole (R-OK) were thrilled with the proposal to consolidate 29 separate K-12 programs into a block grant. (“Consolidation” always = cuts. That is, it’s always a vehicle to make cuts, but in a way that avoids doing the messy work of directly proposing to eliminate certain programs. This was a method employed by the Obama administration as well.) I don’t think adult ed came up, but I didn’t watch. Subcommittee members did express support for the proposed increase to Career and Technical Education (CTE) programs.

House Education and Labor Committee

Secretary DeVos is expected to testify on the Department's FY2021 budget request at a hearing of the House Education and Labor Committee on either March 24 or April 1.

FY2021 Labor/HHS appropriations bill

It is expected that the House Appropriations Labor/HHS Subcommittee will hold a markup on April 29

It is expected that the full Appropriations Committee will hold their markup on May 13

I’m certain those who follow this closely are more up to speed on this, but I’m hearing that folks on the Hill are talking about a WIOA reauthorization that would not make significant changes to the existing law. I heard they'd like to maybe make some “tweaks,” in the words of one (key) Hill staffer. I don't know of any timetable.

Higher Education Act

Insider Higher Ed reported earlier this week that Senator Lamar Alexander (R-TN) wants to have a bill to reauthorize the HEA passed by his committee by the end of March.

On March 2, states were supposed to submit their WIOA state plans to the Department.
