Does anyone have experience with with CDBG grants for affordable housing? A
not for profit has approached my City asking the City to apply for a CDBG
grant that City could pass onto them to acquire an apartment complex,
explaining that a condition on receiving the money would be that they would
have to maintain an occupancy threshold (51% of the occupants must be at
80% of the area median income), that City would place a lien on the
property and that there would be deed restrictions. The materials they sent
are lacking on what the actual terms would be for the City if it received
the money, and they are saying they are on a very tight time crunch (9/17
to receive and spend the funds). There are obviously many, many questions I
have about this, but I was curious if anyone else has had occasion to look
into something like this.
