I hope you all are faring well during a relatively crazy week. A few updates for you:
117th Congress:
After January 20 or when the Senate is fully constituted, we expect to see legislation starting to move on top priorities, especially additional COVID relief.
With Democrats holding a tiny margin in both the House and Senate, it will be difficult to pass controversial bills, but Congress could use the budget reconciliation process to make it easier to pass spending and revenue legislation in the Senate. Budget reconciliation provides an opportunity for the majority party to push priority legislative agenda items through the Senate with a simple majority vote (vs. 60 votes). State allocations of Elementary and Secondary School Emergency Relief Fund and Governor’s Fund:
While nothing has come out from the DOE yet, CEF passed along Learning Policy Institute’s estimates for allocations of the ESSER and GEER funds. In addition, attached are estimates from LPI of the Governor’s Fund for public schools. The analysis in the spreadsheet assumes that 100% of ESSERF ($13.2 billion) and 50% of GEERF ($1.4 billion) funds under CARES would go to K-12 schools. We will pass along estimates for other education sectors when available.
