I. Annual meeting
· CEF’s annual meeting, Trump advisor, and hot breakfast tomorrow, December 16 – I look forward to seeing everyone tomorrow morning at the annual meeting. Attendance is vital, as we need a quorum when we hold elections for next year’s board. In addition, our guest speaker is David Urban, Partner at ACG and advisor to President-elect Trump. If that’s not enough to bring you in, we’re also providing a hot breakfast on a cold day!

II. Advocacy
· Due today - questions for Education Secretary Nominee Betsy DeVos – Senator Murray (D-WA), ranking member of the Senate HELP Committee, is soliciting questions to ask Betsy DeVos during the Committee’s nomination hearing, in one-on-one meetings, or for the record. CEF is working with Senator Murray’s staff but if you or your organization have a question or material you’d like to submit directly, the deadline is today. Please send material to Sarah Bolton (Sarah_Bolton@help.senate.gov), Carly Rush (Carly_Rush@help.senate.gov), or Manuel Contreras (Manuel_Contreras@help.senate.gov). They are looking for tightly drafted questions that will elicit detailed, precise answers. They are also collecting any statements or letters your organization has released about the nomination – please send those to Manuel.
III. Policy Intelligence and Education News
· Head Start serving fewer children due to low funding levels – Rutgers University’s National Institute for Early Education Research has released a report showing that the number of 3- and 4-year-olds enrolled in Head Start declined from 2007 to 2015, with enrollment varying widely across states but serving fewer than 40% of eligible 3- and 4-year-olds living in poverty, and fewer than 20% of those in low-income families. In addition to varying levels of access, the report also found varying levels of Head Start quality – both in terms of instruction, and teacher qualifications and pay –duration, and federal funding per child across states. The report estimates that fully funding Head Start to meet its goal of serving all eligible 3- and 4-year-olds would require more than $20 billion per year; that is more than twice the $9.2 billion appropriated for 2016.
