Filming around City Facilities

Hello Listmates,

I have been requested by one of the small towns I represent to research
what restrictions can be made on filming inside public buildings and what
can be done to deter abusive behavior by certain groups of disruptors who
are filming city employees and putting edited footage on you-tube.  I saw
where Mr. Durbin had filmed Judge Kirkley in Wagoner inside the Judges
outer office area and he has been visiting the towns I represent along with
several other members of his crew.  I want to approach this issue with
caution.  I have not researched this issue and am hoping someone else has
researched and possibly done a whitepaper of some sort?  Any help would be
greatly appreciated.
