Hi colleagues,

Just to build on Michele's e-mail, this is great news! The bill
incorporates sections from the House Dems' New Deal for New Americans, a
landmark immigrant integration bill introduced in October 2019. Most
notably, the $100 million in workforce grants are specifically focused on
Integrated Education and Training
, and explicitly include digital skills.

NSC did quite a lot of work on this section, and we're thrilled to see it
-- and the $100 million English as a Gateway grants -- included. Obviously
this amount of money would still be a drop in the bucket relative to need,
and it's going to be a ferocious fight to get ANY immigration bill through
Congress, but this is nevertheless a huge leap. We're on the scoreboard!
Immigration bills aren't just about legal status any more! Real investment
in education and workforce is on the radar screen, finally.

formally introduced President Joe Biden's proposed immigration overhaul -
the U.S. Citizenship Act of 2021.

Information related to education funding for English Language Learners and
workforce development can be found on pages 240-253.  Between the bill's 1)
English as a Gateway to Integration Grant Program (page 240) and 2)
Workforce Development and Shared Prosperity Grant Program (page 246), the
bill proposes $200 million towards these programs for FY 2022 and 2023.

Colleagues, as Amanda says, this is great news, and we owe NSC a major debt of thanks for their persistence and efforts on it over several years. Moving immigration legislation out of the legal status box and into the broader realm of opportunity for all is a tremendous accomplishment.

A related bit of good news comes in this morning's news from Buzzfeed, which is reporting that USCIS is shelving the latest revision to the citizenship test.

You may recall that numerous organizations, including NCL and TESOL, submitted letters expressing concern about the new test's content and development process last fall. Evidently our voices were heard!

And yes, good to see that the administration is rethinking the changes to
the citizenship test. Hopefully we'll see an actual policy announcement
sooner rather than later!
