View all threadsBeginning tonight, the Capitol and the Senate office buildings are closed to the public until April 1 unless someone is escorted by a Senate staffer, and then only in groups no larger than 15 people. Don't know if a similar policy is in effect in the House. Congress is off on recess after tomorrow and supposed to be back in session March 23 through April 3. I think Congress will stick to that calendar but on a really limited work schedule.
In any case, don't expect much work to be done on appropriations for a while. Congress is currently focusing on economic stimulus in response to the coronavirus. The House is planning today to consider the Families First Coronavirus Response Act, H.R. 6201, possibly with some amendments from the Democratic leadership and the White House. According to CEF (I haven't had time to look at this at all) "the bill provides more than $1 billion for some nutrition assistance programs, including student meals and food banks. It creates a program to provide limited paid sick leave for quarantined workers and provides for free coronavirus testing. It includes additional funding for states to expand unemployment insurance programs, and for SNAP, among other provisions." So might be worth learning about.
NAWB is making an announcement later today on the fate of its upcoming Forum, which is scheduled for March 21-24 -- presumably it too, will be cancelled/postponed.
Editorial note/unsolicited advice: Pardon the obnoxiousness, as I know you are all taking this pandemic seriously without me lecturing you -- BUT, it bears repeating, if you are in charge of a big gathering in the coming weeks, wherever you are, cancel it. And if you are an employer, please consider instituting telework right now, if you haven't already. Not next week, but now. I work with doctors and other health professionals, and I do not believe this is being overblown. I know my docs tend to be gloom and doom types (thinking all the time about nuclear war and climate change will do that) but the worst case scenarios being described to me -- particular the likelihood of our healthcare system being quickly overwhelmed -- are really grim. Keeping as many people home as possible, can really help reduce the chances of these worst case scenarios from coming true.

As you are likely aware, COABE was planning for the largest convening of adult educators on the Hill in the history of our field. The initial plan was for this convening to take place on 4/8 in person. Now that our conference has been moved, we are seeing a silver lining. COABE April 8th Capitol Hill Day is Going Virtual!
In light of ongoing developments surrounding the Coronavirus disease (COVID-19), COABE is moving its April 8th Capitol Hill Day to a virtual format. We are asking COABE members to reach out to Hill offices and request phone calls or online meetings in place of in-person meetings. While we were initially disappointed to not have a show of force in the brick and mortar of the halls of the Capitol buildings on April 8th, we are excited that now many more members can join us to make our presence felt virtually! We think this unexpected change presents an opportunity for more adult educators to participate in this important advocacy effort. Lawmakers are making critical decisions right now not just about funding for adult education programs, but also about supplemental assistance for workers whose lives are being negatively impacted by the virus. We must let Members of Congress know that our adult educators are among the most vulnerable workers, and they will need additional support! If you have already made appointments with legislators, please keep them. We will provide guidance on how to reach out to your legislators to confirm virtual versus in-person meetings and encourage you to join us for our webinar on 3/23 at 2EST. Confirming that NAWB has postponed their Forum...
Also, just to clarify one other item below: appropriation staff say timeline for appropriations hasn't changed, at least as of last time I checked. What I was trying to convey below when I wrote "don't expect much work to be done on appropriations for a while.," was that it was not priority for most members/staff right now.
And the Senate has cancelled their recess, in the hopes that Speaker Pelosi can cut a compromise deal with the WH and will have a coronavirus relief package sent over to the Senate to vote on next week.
