Hello NCL colleagues,
I'm thrilled to share with you National Skills Coalition's latest
publication, a set of 10 state policy recommendations

focusing on digital literacy.
These recommendations are divided into two parts: The first group is
*revenue-neutral
*and can be done by the *executive *branch -- perfect for advocates who are
dealing with a tough state budget environment and have a friendly governor
or state agency that is eager to take action. (They can also be used at the
local level in many cases.)
The second group of recommendations requires *additional **investment
*and *legislative
*action -- so they are a bit more mid-term or long-term in focus.
We hope these recommendations will be useful for adult education and
digital inclusion advocates. We'll be using these recommendations with many
of NSC's 20 SkillSPAN state affiliates, who are planning their 2021
advocacy strategies now. Would love to hear if these resonate with other
NCL-ers (and of course open to feedback of any kind as always).

a few weeks ago. There is overlap between our four recs for CA and the 10
for a national audience, but we're very aware that CA is a unique political
and social climate, so it didn't make sense to just carbon-copy our CA
materials for other states.
