Annexation and Municipal Purpose

Law enforcement for a small municipality I represent is wanting to annex
multiple county roads adjacent to the municipality for the purpose of
expanding law enforcement reach so that it can better patrol roads that are
near the town; as of now these roads are not part of the town limits.
Apparently drinking and driving on these roads is particularly bad due to a
casino in the area and casino patrons use these county roads to avoid
driving through municipalities on the main highway running through town.

My primary question at this stage is whether that would even be a
sufficient "municipal purpose" under 11 O.S. 21-103(A). I understand that
the language in this statute is in reference to annexing property for the
sole purpose of reaching other property to annex, which is not exactly the
case here, but I feel like the town could run into the same problem by
annexing property just to allow law enforcement more pavement to patrol,
which doesn't seem like a valid municipal purpose. Thoughts from those
wiser than I?
