Water Line-Developer

Folks,

My city has a developer putting in an addition.  A six inch wide water line
will be sufficient for him.  The city wants a 12 inch line for various
reasons and is willing to pay the difference caused by the upsize.  The
developer wants to lay the line to the addition.  Do we have to
competitively bid our portion of the materials and construction?  If we do,
how does that work since the developer wants to lay and is paying for his
portion?

One option would be for city to bid the project under competitive bidding act and the developer pay the cost of the 6 inch line to the city and the city pay for the project.  A bid alternate could be used for a 6 inch or 12 inch line to compute the amount owed by developer for his part.

I like David's suggestion of alternate bids as it will more clearly define the cost of upsizing the water line.  Not sure how big the subdivision is, but is the upsized cost anticipated to be in excess of $50,000?
