Along with municipal law, I do a lot of criminal work. In that regard, I have a trial coming up where I represent a town employee who is being made a scapegoat for what even the auditor phrased as a "town embroiled in embezzlement.."

I want to show that, among many other things, the town officials never took their required training and therefore, ceased to be actual town officials and were acting in fraud by staying in their respective positions.

Any ideas on who I could use to testify to this?

I don’t think it will work. If not de jure they are de facto officers.
