I am not aware of OFA providing preliminary certifications, which seems to be what is implied. I always ask for a record of health checks - the average breeder that is on the Newfoundland Club of America's breeder's list does 10-12 health checks on the combination of parents and puppies, including heart checks, hip certifications, cystinuria, as well as others. Any of the certifying agencies, like OFA will supply a number and they post the results on their website as well, so you can check that the number is correct for the dog. Newfies make great family members if you like big dogs that shed and slobber. I've had them for thirty years, but they are not for everyone.
