Body Cam Video and Reports

OKC has tons of BWCV with no associated reports, such as with traffic stops.  There is no blanket requirement to write a report to accompany a video.

When you say "completely paperless" what do you mean?  For example, how would a copy of the citation be provided to the defendant?  The majority of our traffic citations are processed electronically (on the PD and court side) but the gizmo offices use to issue citations prints out a copy for the defendant.

Counselors:

Do any cities whose police wear body cams have a policy when an officer should write a written report of observations when his body cam has been activated?  For example, an officer stops to assist another officer but does nothing but direct traffic and otherwise has no involvement in reviewing the accident scene or interacting with the persons involved at the scene.

Are any city attorneys aware of mandatory standards of when a written report must or should be generated after a body cam has been activated?

I would appreciate any insight.

Presumably the defendant receives a copy of the citation at the stop, but the clerk’s office would maintain no hard copies of anything - citation, report, entries of appearance, motions, appeal notices, etc. All would be scanned and stored electronically. All would be available for printing upon request.
