Fuel is definitely available at Kiritmati (Christmas Is). But there's
not much options for delivery! There's one big commercial pier on the
N/NW side of the island, suitable for tieing up a small freighter but
not too friendly to us pleasure craft. When we stopped there last
year, we dropped a hook a couple hundred feet out and backed up towards
the pier, tying off while still 25 or 30 feet away.
The fuel truck will deliver to the pier, and they do have fairly long
hoses. You should have someone on the pier as well as someone on the
boat, cuz the truck is a good 25 or 30 feet above you and difficult
to see the meter or to communicate with the driver/operator.
Anyway, you need to change money, then walk towards the main town to
the KOil offices (Kirbati Oil). They usually need at least one day
(sometimes more) to make delivery arrangements, and they only take
cash. (Truly, you don't want to use your credit cards here anyway, as
there are many reports of CC number theft.)
While you're there, they do have an Internet cafe of sorts in the town,
but everything is run by the local government. All Internet traffic
is sent back to Tarawa first before getting on an up-link, so service
is slow. I can't remember the exact amount, but the price was pretty
reasonable.
There's also reports of government interception/copying of all Internet
traffic here, so don't do anything confidential or requiring passwords
or passphrases or PINs.
While we were there, we met up with a sailboat from Fanning. There's
not much on Fanning according to this guy, and not likely to be any
bulk quantities of fuel.

Hi Larry,
You might consider going to Xmas Island instead of or before Fanning. The
last I heard you can get some diesel there. It's a large Island with a big
airport & they have fuel for their generating plant.
It would be a much better bet than Fanning for fuel; then you can also visit
Fanning & Palmyra as you go North. You'l have to anchor off as the channel
isn't deep enough for most vessels.
Good luck,
