Flying from the bow staff from essentially every warship berthed at Norfolk
were blue square flags, covered with stars, the stars arranged in rows and
columns. Any body have any idea what these flags indicated? Cannot find the
answer on the internet.

never identified the 'Jack' with the blue star covered flag. Next time
