The House Continuing Resolution (CR) is out. See below for the House Appropriations Committee’s statement. The current CR expires on November 21 (Thursday). The House Rules
Committee has approved the rule, and the House will take up the CR on Tuesday (tomorrow).
A few reactions:
The House Appropriations Committee’s statement highlights census, which is a testament to all of your advocacy in elevating
this issue for lawmakers.
The House included language that allows the Census Bureau to spend at the bipartisan Senate number ($7.3b, which is
for the entire Periodic Censuses and Programs account, which includes the stakeholder ask of $6.7b for the 2020 Census). However, the funding level is still apportioned, meaning that the Office of Management and Budget (OMB) has final say in how much the Census
Bureau can spend, and the apportionment is only in effect through the length of this next CR (until December 20).
The CR also includes $90m for the Mobile QAC program, which is equal to the Census Bureau’s estimated cost for the program.
Given the urgency of securing funding certainty and the fact that the Census Bureau still has $1.02 billion in carry-over
funding from FY 2019, we are supporting the level provided for in the CR.
The Bureau is now better positioned under the second CR. However, appropriators must now hold OMB and the administration
accountable to ensure that the Census Bureau has the ability to spend more than envisioned under the president's FY 2020 budget request, which was $2.4 billion LESS than this funding level (in new funding).
Because the CR does not provide a full-year appropriation for the 2020 Census, census operations could still be in jeopardy
if we are faced with a future government shutdown.
We encourage you to continue to urge Congress to pass a full-year funding appropriation before December 20.

Legislation Extends Government Funding and Health Programs Through December 20, Fully Funds a Fair and Accurate Census, and Raises Military Pay
WASHINGTON — House Appropriations Committee Chairwoman Nita M. Lowey (D-NY) today introduced a continuing resolution to extend federal government
funding through December 20 and keep the government open after the current stopgap funding law expires this week.
“With a government shutdown deadline just days away, this continuing resolution is necessary to keep government open as we work towards completing the
appropriations process,” said Chairwoman Lowey. “I am particularly proud that we are assuring full funding for a fair and accurate Census and ensuring our servicemembers receive a 3.1 percent pay raise. I look forward to passing this legislation and getting it signed into law.”
In addition to a funding extension, the legislation provides full funding for a fair and accurate Census by raising the rate of operations to the
bipartisan Senate funding level through the duration of the continuing resolution, funds a 3.1 percent military pay raise, and includes an extension of expiring health care programs.
