FWIW, despite all the complaints on this and other lists/forums, I just renewed Sanderling's documentation and it couldn't have been easier. I received a notice of renewal in the mail today (about two months before expiration); followed the instructions for renewing online, paid by credit card, and within seconds had an email receipt in hand. In case you're wondering, you don't have to wait until you receive a notice to renew. Their NVDC renewal url is: uscg.mil/nvdc and then click on "Order Products Online -> Renew (or Late Renewal) then follow the instructions.
