No, the $200,000 is just a minimum opening bid.
Note the statement that the reserve price has
NOT  been met.

Especially on higher value items (cars, motorcycles,
boats, RVs, etc.) the seller will specify a starting
bid.  That may be, but usually is not, the reserve
minimum acceptable bid.  The seller may state
"no reserve" and some do that as a matter of
course.  It doesn't usually happen with high value
items, though.
