It is called "specific fuel consumption."  Common units are grams of fuel
per kW per hour, or pounds of fuel per hp per hour.  I normally invert the
number and convert it into hp per hour per gallon of fuel.  In the trucking
and industrial heavy equipment world, I'm used to using 20 hp per one gallon
per hour as sort of a good rule of thumb, even though some of the new
engines are boasting values as high as about 24.  In the world of
recreational boats, however; things are not nearly so efficient.  Values of
perhaps 15-17 are much more reasonable for the typical recreational trawler.
