To me this list is basically an offshore one in doing and planning and reporting( read the recent posts of a Nordhavn 50). I would think that most of the members are experienced at doing all three. When a subject is posted that merits a response it gets one or several. If it is a nitpicking or irrelevant subject it usually gets no response or a very cursorary one. I for one keep quiet unless the subject is one that merits a response. I am not at all surprised that the volume is low if compared to for e.g. the T&T list. Passagemakers would not put up with the lack of knowledge that is evident and dangerous if you plan on being away from a marina for weeks. Just me 2 cents worth.
