Grievances and Remote Appearances

  1. Our jail has been requested via a Public Records Act for the actual Grievance forms prepared by inmates for a certain period of time involving a certain subject matter.  We believe these may be exempted under the PRA for various reasons (privacy, official communication, etc...) but have found no case on this specific issue.  How do others view these Grievances? Are they public records?

Our jail facility is getting more and more requests from inmates and their lawyers to allow them to appear remotely for civil court appearances, unrelated to their criminal matter.  Before remote appearances (pre-covid) were so prevalent, our jail's policy was that they would not be responsible for the transport of an inmate to a civil court hearing because of the resource cost and safety and security concerns.  But now that the "transfer" is really only a matter of moving the inmate from his/her cell down the hall to a room in the jail with a computer where they can make their remote appearance, it is harder to justify the use of resources. I have not found authority that the jail has the legal obligation. How are other's handling this matter?
