COMPETITIVE BIDDING

If improvements to a public building are to be paid solely from privately-raised funds, is the improvement exempt from competitive bidding?  I'm not seeing anything under the Public Competitive Bidding Act that would exempt the improvement from competitive bidding, but thought someone might have addressed this before.
