Here's a question for those who have cruised outside of U.S. waters:
Given your experience, would you recommend guns be carried onboard
while passagemaking or not?

That is a very difficult question and I think the answer depends on your
philosophy about self-defense, your willingness to put up with some hassles
from foreign officialdom, your comfort level with guns and more importantly
the amount of training you have had with them.
Assuming we are talking about defensive uses, the most important
philosophical issue in my opinion is whether or not you would feel able and
justified to take another person's life, if he was putting your life or the
life of your loved ones in immediate peril by his aggressive actions.
You must also be willing to bear the burden of on occasion returning to your
port of entry to leave a country in order to retreive your firearms,
assuming you are not willing to smuggle them in and out. (I'm not.)
In my opinion, anyone contemplating the possibility of defensive use of
firearms should seriously consider the moral, legal and ethical issues
involved, and also be well-trained in their use. A good course that covers
all these aspects is the entry level course LFI 1 put on by the Lethal Force
Institute in Concord, NH. I have taken it and in my opinion it is
excellent. No connection other than customer.
Disclaimer: I'm what some people would call a "gun nut". I collect them,
shoot them for sport, and train in their various uses including defensive
uses.
I expect Mr. Strickland will chime in on this subject. Scott?

I plan to not have or carry any guns on board. My experience is they
usualy cause more problems than they solve.
I was shot while in a canoe in Canadian Waters. Being armed would not
have helped and might have cost a life. It was the life jacket that saved my
life.
I recommend not carrying fire arms and not visiting countries that opperate
under the "bigger gun rules".
