Purchasing Cooperatives

Is anyone familiar with a Purchasing Cooperative called OMNIA Partners or have any of your Cities/Towns used OMNIA to make purchases that would otherwise require competitive bidding?  It is my understanding that contracts for goods and services are competitively solicited and publicly awarded to vendors by a government entity acting as the lead agency.  Those vendor contracts and prices are available to other government entities through the OMNIA Partners Purchasing Cooperative.

My Town is looking to buy playground equipment and have same installed at a cost in excess of $100,000.00.  The Town has been contacted by a Vendor who was awarded a playground equipment contract by a city in North Carolina and that contract is part of OMNIA.

I have several concerns with using OMNIA:

  1.   I do not know whether the North Carolina City that awarded the playground equipment contract to Vendor complied with the Competitive Bidding Act of 1974 which is required pursuant to Title 61 O.S. § 103(G); and
    
  2.   Town's ordinances do not provide for purchases from a vendor affiliated with a purchasing cooperative which would therefore preclude purchases through OMNIA.
    

Any information, thoughts or insight you can provide will be appreciated.
