Most airports have two types of regulations - rules and regulations that regulate the behavior of persons on an airport with whom the airport does not have a contractual relationship (e.g., passengers, users, pilots, etc.) and what are known as "minimum standards" which are the regulations that govern the activities of persons who conduct business on an airport (e.g., FBOs, service providers, etc.). There really are no cookie cutter versions of either document since the complexity and detail of either document is largely a function of the size and nature of the airport. For example, a small general aviation airport with a single FBO will need far different rules/regulations and minimum standards than a large commercial service airport with airline service. I would need to know a lot more about the specific airport to provide samples of documents that might be useful. I suggest that the IMLA member give me a call and I can discuss what templates exist and whether any of them would be applicable.
