Disabled Veteran Tax Exemption

A disabled veteran is telling the billing clerk that he is exempt from
paying taxes on his utilities. I have not heard of this specific tax
exemption. I know there is relief from sales tax and I believe property
taxes in some cases, but I can't find anything related to utilities. So can
a disabled vet be exempt from taxes paid on utilities?

The exemption provided by 68 O.S. 1357 (34) – Sales of tangible personal property or services – extends to all honorably discharged veterans who have been certified by the VA as 100% permanently disabled, provided the disability  was sustained through military action or accident or resulting from disease contracted while in active service.  Pretty narrow.

My understanding is that sales tax on utilities falls within this exemption, but I have not verified that.
