What we’re hearing · Staff changes at Senate Budget Committee – Both the Republican and Democratic education analysts for the Senate Budget Committee are moving on. Peter Warren has left Chairman Enzi’s staff to become Senior Advisor with the Office of Management and Budget. Michael DiNapoli is leaving Ranking Member Sanders’ staff to pursue new horizons in New York City. We’ll let you know when successors are announced. II. Advocacy · CEF meeting with Department of Education - This morning a few of the CEF officers, Sarah, and I met with three of the new policy staff at the Department of Education: Ebony Lee, Deputy Chief of Staff for Policy; Stanley Buchesky, Senior Advisor, Budget and Finance, Office of the Secretary; and Kathleen Smith, Senior Advisor for postsecondary issues. We introduced CEF and our advocacy efforts to increase the federal investment in education, and offered CEF’s resources as the Administration considers options for policy and budgeting. They were interested in how we track early childhood education, options for Perkins career and technical education, and data on what works. We will be working with you to pull together helpful data on programs along the education spectrum. · CEF letter to Congress on the President’s budget – Last Thursday, CEF sent the attached letter to Congress expressing opposition to the President’s fiscal year 2018 budget. It urges Congress to raise the sequester level spending cap on nondefense discretionary (NDD) funding and increase the federal investment in education. III. Policy Intelligence and Education News · Debt ceiling vote may come this summer – The Administration wants Congress to vote to raise the debt ceiling by the end of July, far sooner than the prevailing idea that the vote would be needed by early fall. This is always a contentious vote, and in the past has presented the opportunity for negotiations on both sides to attach other policies to this must-pass legislation. For instance, the Budget Control Act was part of a package to raise the debt ceiling while lowering the deficit. This year some may try to link the debt ceiling vote with legislation that raises the sequester-level discretionary spending caps; as you know, CEF continues to advocate for raising the NDD cap, which would increase the source of funding that supports education appropriations. · 12-bill Republican omnibus appropriations package this summer? – Roll Call reports that some House Republicans are considering passing a partisan package of 12 fiscal year 2018 appropriations bills before the August recess, even though Congress has yet to proceed with passing a budget resolution or settling on top line spending levels for defense and NDD funding. Republicans acknowledge that the bill would not be able to pass the Senate, where it would take 60 votes to pass, but that it could be a messaging document for Republican priorities. · CEF Member job listing: University of California – (Don’t forget that CEF members who have registered for member access to the CEF website can find all the job openings we’ve listed on the CEF Job Board.)
