Does anyone have any suggestions on how to charge for a disc, for a thumb
drive, or how to set a reasonable search fee when an Open Records Request is
filed?
Or any other information I should know, beyond the statutory per page fee?
Do you know of any exemptions to the statutory fees? (such as law
enforcement)
I am also the attorney for a 911 Trust Board, and they want to charge
different amounts, waive all fees at times, etc. I have advised that they
must stick to the statute, but..

Here is the blurb about fees from our ORR form. We charge for the actual cost of the electronic storage device (mostly these days we're using cloud storage to transfer/produce, so we're not using discs or jump drives much anymore). Our clerk and my assistant researched search fees other cities were using to come up with the $30/hr search fee --this was about a year ago.
A search fee and copying fee shall be charged to compile records for a commercial purpose or for a search request that will be unduly disruptive of City functions. Such search fee, including time transferring data, shall be $30.00 per hour or $7.50 per each quarter hour. A copying fee of $0.25 per uncertified page or $1.00 per certified page will be charged. Mechanical reproduction of certain items not readily able to be photocopied will be charged on an estimated basis to cover such actual reproduction costs and staff time. Data transferred to a flash drive shall cost direct cost. Payment shall be made prior to delivery. I agree to pay the charges for the above requested information.
