Small town is wanting to add a $5.00 fee onto municipal citations for the
purpose of giving/donating to the D.A.R.E. program. My concern is that this
would be an impermissible gift, but the chief of police told me that he has
spoken to other chiefs who have done the same thing under the premise that
the money assists with drug and crime prevention in the municipality. What
are the thoughts of the brain trust on this?
