COABE Adult Education Family Literacy Week - Hill Action
Over 70 meetings with legislators and staff; representation from more than
30 states; take-away is adult ed needs a heavy presence on the Hill
April 8th, 2020 - welcome all organizations on the call to join;
registration form will be online by December 1, 2019. This is in
connection with the COABE 2020 Conference; busing people to DC after the
keynote
Partnered with state directors to create fact sheets - see fact sheet on
Educate & Elevate site; Meeting with Census Bureau in December to see all
the data available; Convening state associations to discuss what they feel
would be best to have on those state
Adult Ed site visit to Montgomery CC - Sec DeVos/Joseph Perez/Chris Coro
attended; COABE update will have this by Friday
COABE is working with Penhill Group for Cap Hill Day and regular
legislative update; state directors work with Capitol Hill Partners; keep
working in partnership
NCL: House & Senate AEFL Resolutions both went through; Deborah is
following up on new members for House Caucus; Deborah has met with Rep
Roe’s new education staffer; Dear Colleague letter set for January
Census 2020 Activity
PA policy memo on public benefits during temporary census job (sent earlier
today by Amanda)
NCL planned activities: ProLiteracy conference last week; NCWE next week:
national webinar featuring CA adult ed on Oct 11th (see NCL Census
page/webinar page for more detail on both in person and online
presentations; Deborah will be sending a note to listserv once all the
updates are done)
Cathy Hartz, Census Bureau representative – possibility of online
‘practice’ form? (Deborah will share PA doc with Cathy Hartz) Census Bureau
is doing a big recruiting push now; Census Bureau will create an online
practice form, but the timeline for this is unknown at this point.

FAQ on spending funds on IET; clarified again that WIOA title II funds can
be spent on all three components; clarified the ‘recognized postsecondary
credential’ is a WIOA exit measure; noted that “industry recognized
credentials” are part of IET but did not discuss how to measure them in
WIOA performance system. Judy argues this is the purpose of Measurable
Skill Gain types 4 & 5. Those types will be in National Reporting System
charts now for IET.
New NRS charts will include MSG 4 & 5 for IET.

Maine - Tom Nash Maine’s Gov declared last week AEFL Week in Maine (hasn’t
happened in past 8 years); ME Development Foundation honored ME adult ed
for being a champion of workforce development in communities
