To design a boat with the characteristics you describe is relatively easy.
The difficult part is getting someone to pay you to design it! Designing
boats is how I make my living and unless I get paid I don't do it.
The problem is that designing a small vessel takes much the same effort and
time as designing a larger one. You have to do the same calculations and
structural analysis for both, so the design cost [in the eyes of the client]
is disproportionate. As a consequence of this the smaller craft really have
to go into series production, or you have to know you can sell a number of
plans, to justify the time and effort involved.
