Directly from the TX DMV Website
Low-Speed Vehicles (LSVs), also known as Neighborhood Electric Vehicles (NEVs), and golf carts are regulated by state and federal laws. Registered, titled and insured NEVs may be legally driven at a maximum speed of 35 mph on public roads with a posted speed limit of 45 mph or less, unless a city or county ordinance prohibits their operation. The TxDMV does not title or register golf carts. Golf cart owners who received a title before the law changed on September 1, 2009, are not required to return their titles to the TxDMV. For Driver License requirements to operate any of these vehicles, contact your local law enforcement agency.
Registration requirements and liability coverage for golf carts vary based in your neighborhood and/or city. For example...
-with the increased use of golf carts on the beach and public roads in the coastal cities (Port Aransas, Rockport, etc) the city requires that you register the golf cart and that it is operated by a licensed driver.
I didn't review our bylaws so I'm not completely sure what the "rule" is with regards to the operation of golf carts in our neighborhood.
With regard to registration the rules for ATV and other recreational vehicles (dune buggies, go carts, Polaris, etc) are similar. Some HOA bylaws lump all of these types of LSV under one category and others separate them.
My two cents, if you or your children will operate one of these vehicles in the neighborhood 1) follow the "ruling" of the HOA bylaws 2) make sure you check how Liabilty coverage will apply based on your personal insurance coverage. Regardless of personal opinions, if you follow 1 & 2 - you should be good to go.

I'm in full agreement here; any policy on vehicles that doesn't have an
exception for type of use should likely be modified. I'm fine with a
resident enjoying a scooter or golf cart ride through our lovely
neighborhood...so long as they’re doing so in a safe and respectful
manner.

I think it’s really cool that we live in a smaller, secure,
neighborhood where we can enjoy golf carts and UTV’s safely. Folks use them
to socialize and attend gatherings and such. I don’t own one, but if my
wife would let me sequester more garage space, I’d have one! (But alas, too
many power tools and kayaks in the way)
I would hope that, as long as people are operating them in a safe
manner, we wouldn’t open up the rule book and ban them. Because we may need
to ban some of the drivers in real cars before we do that! ;)

any type shall be permitted on any roads, streets or easements within the
Common Area. If it is unlicensed, it is not permitted.
Driving any vehicle requires consideration for others sharing our
streets. Whether walking, riding or driving. Be aware of your behavior
and the impact on others.

When we were living in Victoria our next door neighbor's son was helping with freshman orientation at A & M. He either fell off a golf cart or it turned over and he was killed. I went to this young man's funeral who I had watched grow up from diapers on. He was about 20. These vehicles are not toys.
