I work for a city attorney and we are wanting to file liens against property for unpaid taxes and fines. I am fresh out of law school, so I called the county clerk and explained what we are wanting to do. The clerk had no idea what I was talking about.
What type of lien would I be filling?
What is the procedure for filling the lien?

Welcome to the practice of municipal law! It is always good to have new, younger attorneys joining our area of practice. I am also pleased that you reached out on this group list. This is something new that our group started in the past year, and it has proven extremely helpful, even for us more "seasoned" attorney (translated, old).
On your inquiry, what are the unpaid taxes and what are the fines? There are some statutes that give a municipality the right to file liens against real property, but those are usually for abatement of weeds, trash or debris, or costs incurred by the city relating to dilapidated buildings and the like.
