Has anyone else received these blanket requests for the entire workforce of the municipality with very specific information about every employee? We do not have any records which contain the requested information, and as the Open Records Act does not require us to create records, how are others handling these requests?

Yes and we were able to create a document from our digital files that included some of the information requested. While we were not required to create the document, it wasn't that difficult and not worth arguing about.

MWC also runs a report even if no actual document with that info exists
but we do NOT go the extra step often requested to save in a unique
format for the requester, we just provide as a PDF which is our standard
practice for emailing document requests. Nor does our City track down
information for areas the City does not maintain the information
requested in a database from which a report can be run (pay ranges was
one such category, we can provide actual pay but not the grade/step
information for each separate position).
