When we sailed Lake Champlain we disconnected the outlet from the toilet, as per the advice of the locals, then placed a Porta Potty in the head. That seemed to satisfy the constabulary. We could also relieve ourselfs.

I think it is true only in Ontario waters, and is related to the consumption
of alcohol. To have the right to carry alcohol aboard a boat in Ontario, you
need a toilet with permanent installation.
No toilet, no alcohol aboard ! It solved many problems related to drunk
drivers.
In a motorhome, trailer, tents, etc, you can have a Porta-Potty if you want
to. They sell them by thousands at Canadian Tire, WalMart and else.
I believe I have read that Porta-Pottys are prohibited in Canada!
