To Richard:  I am no electronic guru so my comment may not be appropriate. Would a AIS system do what you wish for. That system supplies, identification, course, speed, etc.,etc., I realize that this system may not be in use by pleasure crafts and therefore no info would be available.I suspect, that in the future AIS would be mandatory for all boats, especially in coastal and open waters.
