TRO re: EO related to transgender inmates

Good afternoon:

I wanted to pass along the attached decisions related to the executive order on transgender inmates as county members may be interested in following this issue.

Specifically, plaintiff-inmates challenged two provisions of the EO: Section 4(a) (prohibiting "males" from being detained in women's facilities/housing) and Section 4(c) (prohibiting federal funds from being spent on gender-affirming medical care for inmates).

A copy of each order is attached.  The federal district court in the District of Massachusetts has prohibited the transfer of plaintiff-inmate to another facility pending further court order.

The federal district court for the District of Columbia entered broader relief, restraining the defendants from implementing Sections 4(a) and 4(c) and requiring the defendants to maintain the housing and medical care received by plaintiff-inmates immediately prior to January 20, 2025.
