We are planning our half loop from Cape Cod to Santa Maria Island Fl.
Leaving sandwich Marina September 2013.

Which side of Chesapeake should we travel first?

We were thinking traveling delmarva side heading south then mainland side
heading north.

Not sure which side has events when. Timing is everything. Two that we
would like to do is annapolis boat show October 2013 and Washington dc
cherry trees in bloom 2014.

Everyone's thoughts welcomed.

This tough to reply to as I don't know where the "Sandwich Marina is.
However, You are speaking of attending two different events at opposite
times of the season. One the Cherry Blossoms rarely cooperate as to the
festival schedule. Often they have come a gone or haven't bloomed yet. The
weather this time of year is iffy with cold fronts and rain. The best
weather to visit DC is in the Fall when crowds are least and temperature
moderate. DC is a really great side trip, but allow sufficient time as it is
the "drinking from a fire hose" tourist venue. Understand that the crowds
are horrific multiplied by school trip to DC.  If really wanting to see the
Blossoms in Bloom, my suggestion is to be somewhere that you can take a
train, plain, bus to DC "when" they are at peak. View the blossoms at dawn
as the light changes and it is magical from the west side of the tidal basin
looking toward the Jefferson Memorial.  As the sun rises and breaks the
horizon over the Jefferson Memorial run for cover as the mobs will appear.
All normal tourist venues in DC will be packed to over capacity so this is
the worst time to "do DC".  In another life I worked this event for 24
years.

Next, The Chesapeake is it's own dedicated season (roughly May thru October)
of cruising.  The Delmarva side is quaint and mostly rural the Western side
has the major attractions e.g. Baltimore, Annapolis, the Patuxent, Potomac
River to DC (2-3 days one way) Richmond, Yorktown, Hampton, Norfolk and
Portsmouth.

I suggest you get some cruising guide books and read them as the question
requires volumes of answers.
