If I am correct, it is OK to laminate epoxy over ester resin but not
resin over epoxy.
Can anybody confirm if I am correct?

Dear Jean-Pierre,

Epoxy will generally adhere to a polyester laminate. Indeed it is often used
as a barrier coat over polyester laminates to prevent osmosis. it is not
recommended that polyester should be applied over an epoxy laminate.
polyester generally will not adhere to anything except its [uncured] self
and, given sods law, anything you particularly dont want it to stick to!
There is also vinylester resin and a large number of other resins used in
the marine industry. If in doubt consult your supplier a polymer chemist or
manufacturer.

Polyesters, vinylesters and epoxies are all suitable for installing these.

Our supplier for the entire drive train is doing the stern tube out of SS. I hope that will be OK with you. We asked the outer face to be as rough as possible for better bounding.
