Hi

I want to modify X310 HW somehow to remove all RX channels and implement 8
TX channels, with max 50 MHz BW, as I figured out the easiest way would be
removing existing 2 DACs and 2 ADCs and adding 8 x AD9364 RF Agile
Transceivers.

As I'm not expert in HW design, is there any company or individual
(including Ettus) that could do it for me?

That would definitely not be easier than building your own AD936x board.

That would definitely not be easier than building your own AD936x board. Is there any well known company to do it as fast as possible for me? like
less than 3 month (Hardware only)?

What I need on my board:

KINTEX 7 410T
8 x AD9364
OCXO + GPSDO + GPS SYNC
8 GB DDR3 RAM
2 x 10GB Ethernet

At the risk of being a nay-sayer (substitute your favourite phrase instead)…

Anyone who has ever built a comparable multi-layer board will tell you that a one-off board in 3 months is highly unlikely.

A company willing to take it on will charge a lot of money (think > $US30,000) and insist on no guarantees for performance specs. For example, putting 8 AD9364s on one board and operating them all possible mode combinations scares the heck out of me ;-)

This is just my opinion, one based on being bullied into trying to build HW in such a time frame in the past…

Sorry if this is not the answer you are looking for. I suggest you consider modifying your requirements, or explain to your supervisor that what is being asked for is not possible without compromising cost and risk estimates.
