pjproject 2.9.x won't compile with recent ffmpeg due to changes in the codec API (patch)

When enabling video support and compiling on a recent linux OS , having installed ffmpeg version 4.x, compile will fail.

Check the attached patch to fix the problem. (tested on Debian 10 using ffmpeg version 4.1.x).
